After passing the first COVID19 test hurdle, the players and officials turned up at Kabira Country Club Hotel, Bukoto in the right frame of mind.

Head coach Milutin “Micho” Sredojevic was joined by the fitness and performance director Franck Plaine, Goalkeeping coach Fred Kajoba Kisitu, team manager Geoffrey Massa and other officials.

Three thirds of the earlier summoned team turned up for the two hour session whose main focus was on fitness, stretching and some ball work.

Majority of the locally based legion were present with the exception of players from Express and Kampala Capital City Authority (KCCA) who were at the 2021 Cecafa Kagame Cup in Dar es salaam city, Tanzania.

Skipper Emmanuel Arnold Okwi, Yunus Sentamu and Egyptian based winger Abdul Lumala are also expected in camp as soon as possible.

Micho was impressed by the right attitude and mentality from the players during the training session.

‘We have started the journey to the FIFA World Cup 2022 qualification process. Every successful journey begins with a single step and today, we have started. I am impressed by the mentality and attitude of the players. I will continue to monitor the performance of everyone as we intensify the sessions’ Micho disclosed.

Fitness and performance director Plaine entirely handled the physical aspect of the training session.

Hassan Muhammod, a defender at Police Football Club looks forward a great time at the sessions and believes he will come good.

‘We had our first training session on Monday morning. It was lively and good to be back to action after a long spell out. I expect to play catch up in remaining session” Mahmood stated.

Vipers’ captain Halid Lwaliwa was equally delighted to return to competitive football after the COVID19 lockdown. Lwaliwa believes the competition within the team will spur them to great performances.

“I am happy to be back to the field of play after a lengthy time out because of the COVID19 pandemic lockdown. I know, we shall all compete well to perform to the best of expectations,” Lwaliwa revealed.

Monday was reserved for a double session with the evening programme at the MTN Omondi Stadium, Lugogo.

Tuesday’s morning session is at Lugogo with the afternoon session for Gym work.

In a statement issued on Monday, Mrs Museveni said following President Yoweri Museveni’s partial easing of the lockdown on some sectors on 31 July, 2021, institutions of learning were kept closed for some time until certain conditions are attended to. These conditions included getting all teaching staff and learners aged 12 and 18 in the institutions vaccinated.

“Today, we appeal to the public to join us in efforts of mobilizing our teachers and learners aged 18 years and above in all the Education Institutions of Learning â€" both public and private, to go for their Covid-19 vaccination jab. The task of mobilizing our teachers and learners to get vaccinated cannot be left to the Ministry responsible for Education alone,” Mrs Museveni who is also the First Lady said.

“The Ministry of Health does publish information about all district and health facilities these vaccines have been supplied to. The Ministry of Health shall inform the public once Covid-19 vaccines that are approved for people 12-16 years of age have become available. All vaccines issued by government are not paid for by the recipients.”

She also urged all stakeholders in the local governments such as District Chairpersons and Councilors, RDCs and RCCs, CAOs, DEOs among others to go out and sound the trumpet of mobilizing teachers to be vaccinated.

“Please use your formal and informal structures to get your respective teaching staff and the critical non-academic staff to go get their Covid-19 jab.”

Last month while delivering his state of nation address on Covid-19, President Museveni said schools will not reopen until a sizeable number of learners, teachers, and non-teaching staff have received at least one jab.

He, however, added that the Education ministry and their health counterparts should work out a plan that will see the reopening for medical students since they are categorized as health workers thus being essential.

The government will have to vaccinate at least 2.24 million people to have schools reopened. But, the achievement of this objective will depend entirely on the availability and supply of vaccines.

Uganda currently expects a supply of about 3.6 million Covid-19 vaccines. Of these, 1.6 million vaccines are donations from China, the united states, Norway, and the United Kingdom while the rest have been ordered by the government all expected to be received between August and September.

Museveni said that their core values while in the bush were not to torture civilians but to protect them. However, the laziness of senior commanders who have failed on several occasions to adequately brief the juniors on what to do and what must not be done especially when the forces are dealing with the public law and order management has caused a lot of problems.

“Yet some time ago I made a categorical order that nobody should be involved with the public if he/she is not conversant with the standing orders of how to deal with the public. Therefore these mistakes have been caused by either indiscipline, not enough sensitization or laziness by the investigators who don’t investigate enough so that we get the fact to convict the criminal, the NRM never believes in revenge,” Museveni said during his televised state of nation address on Security last Saturday.

The President’s statement came at a time when Ugandans have suffered several waves of human rights abuses being manned by the security officers who are not punished for their misdeeds.

Here are the unforgettable brutalities metted on civilians by security forces:

1.On 26th November 2016, Police and the army raided the Rwenzururu kingdom in Kasese district under the command of Lt Gen Peter Elwelu. In this raid, about 150 lives were lost, 200 people including Omusinga (king) of Rwenzururu, Charles Mumbere were arrested, tortured and charged with murder and terrorism. The king was a few months granted bail with conditions not to move outside Kampala metropolitan. Other victims were also granted bail early this year.

2. On 11th May 2017, photos went viral on social media showing how the officers from Police had tortured Geoffrey Byamukama, who was the mayor of Kamwenge Town Council. The mayor was arrested on April 5, detained and tortured by security officials in connection with the murder of the former police spokesman Assistant Inspector General of Police Andrew Felix Kaweesi. The mayor was kept and tortured at the Nalufenya police cells with other suspects.

3. On 27th September 2017, another brutality act happened within the most respected place (Parliament) where Members of Parliament on the opposition side who were opposing the removal of age limit were brutalized by the Special Forces Command soldiers and Police. The SFC soldiers sneaked into the August House without the Speakers’ permission and beat up members and ejected them out. Among the members who were beaten and sustained permanent damages is the Mukono Municipality legislator Betty Nambooze whose spinal cord got a problem and up to date she is still nursing injuries.

4.On 13th April 2018, an encounter between the motorcade of President Museveni and supporters of Kasiano Wadri in Arua town during a by-election (Arua Municipality seat) resulted in the shedding of blood and loss of life to a stray bullet from the security forces. One Yasin Kawuma was killed, hundreds of people were tortured by the security forces including musician turned politician Robert Kyagulanyi.

5. On 20th August 2018, Reuters photojournalist James Akena was beaten by military soldiers in downtown Kampala as he was covering the protest against the arrest and detention Bobi Wine in Arua.

6. On the night of 25th October 2019, the army broke into the hostels of Makerere University students who were protesting against the 15 percent tuition increment, and beat them, destroyed their property. Many of them were hospitalized, some female students also alleged that were molested by the unscrupulous soldiers. Later President Museveni ordered the army to vacate the place and the commander was arrested.

7. On 18th and 19th November 2020 over 60 civilians were shot dead in the riot that erupted following the arrest of the National Unity Platform presidential candidate Bobi Wine in Luuka district. According to the report which was filed by foreign media (BBC), 80 percent of those who were killed were in the productive age.

8. On 30th December 2020, the former National team boxing skipper Isaac Zebra Ssenyange met his death in the hands of security forces in one of Kampala city suburbs Bwaise.

9. On 17th February 2021, journalists who had gone to cover Robert Kyagulanyi who was delivering his petition to United Nations Human Rights Council (UNHRC) offices in Kololo, Kampala were beaten by the army.

In all these tortures perpetrators have not been condemned

]]> Is Africa really cursed? â€" Part II https://www.watchdoguganda.com/news/20210816/119394/is-africa-really-cursed-part-ii.html Mon, 16 Aug 2021 15:29:52 +0000 https://www.watchdoguganda.com/?p=119394 From advances in technology and medicine to paradigm shifts in livelihood systems, the past 50 or so years have seen tremendous changes occur in people’s standards of living all over the world. On average, people’s lives have improved on every continent. Except for Africa!

While Africa is often regarded as the most beautiful and richest continent, it is, at the same time, the poorest land on earth and is the only large, contiguous region left out of the worldwide rise in prosperity â€" with more than a quarter of the hungry in the world living on the African continent.

Why is that? Is Africa really cursed? Obviously, there are myriad of issues surrounding this question. In last week’s article, titled: “Is Africa really cursed? â€" Part I”, I ventured into a number of potential causes for Africa’s problems and the focus was on widespread corruption, gross abuse of public resources, bad leadership and political instabilities.

In today’s discussion, I will focus on these two underlying factors: (1) Scriptures and biblical interpretations, and (2) poverty and the mindset factor.

Scriptures and biblical interpretations

Were Africans or black people born to be slaves?

In his book, The Curse of Ham, David Goldenberg notes that there’s a myth derived from the book of Genesis in the Bible that the black race came from the lineage of Noah’s cursed son, Ham (in particular Canaan, one of his four sons), who was cursed by his drunken father.

In the scriptures, Noah said, “Cursed be Canaan! The lowest of slaves will he be to his brothers.” He then blesses Shem and Japheth (who were the two other sons of Noah), declaring, “Blessed be the LORD of Shem! May Canaan be the slave of Shem. May God extend the territory of Japheth. . . and may Canaan be his slave” (Gen. 9:25-27).

Although there is no biblical evidence that Ham was the “father” of African people, various Jewish, Christian and Islamic writers came to believe that he was, and this belief, in many ways, helped establish a firm connection between Ham, Africa, slavery and race.

For thousands of years, this biblical story has been used as the single-greatest justification for Black segregation. This story was/is frequently cited by many White people to argue that the slavery of the black race was, in fact, a fulfilment of the prophecy. They argued that 1) the word “Ham” means “black” and thus refers to the Black race; and 2) God commanded that the descendants of Ham (Black people) become slaves to Japheth, who, they argue(d), represents the White race.

Some observers also argue that the misinterpretation and misapplication of this particular bible story was one of the roots of the deadly tribalism that destroyed lives of more than 800,000 people in Rwanda. The story became the justification for giving privileged status to one indigenous group over another.

Away from the so-called ‘curse of Ham’, there are several other holy scriptures often quoted (and misquoted) by those in support of this miserable subject, including church leaders and other Christians. One of those came from the Apostle Paul’s Epistle to the Ephesians 6:5-8 that states, “Slaves, be obedient to your human masters with fear and trembling, in sincerity of heart, as to Christ”.

In reference to those two scriptures above, the other parts of the Bible have been largely ignored and the promoters often point out that nowhere in the Bible did Jesus condemn slavery.  It was/is also generally accepted that the Latin word servus, usually translated as servant, really meant slave.

Poverty and the mindset factor

It is ironic that, in terms of natural resources, Africa is arguably the richest continent on earth yet the majority of its population lives on the margins of society. For instance, with over $24 trillion in mineral deposits, the Democratic Republic of Congo (DRC) is ranked among the top 10 Countries in the world with the most natural resources. But in a rather bizarre contrast, DRC is also ranked in the top 10 list of poorest countries in the world.

Today, poverty can be singled out as Africa’s biggest problem and it is even deeper than our broken political systems. The Poverty levels have been exacerbated by the Covid-19 pandemic and it is estimated that nearly 50 million people in sub-Saharan Africa could be pushed into extreme poverty.

When people imagine poverty in Africa, they tend to think of it in terms of lack of means or resources, but that is not true. The real issue resides in our ‘Mindset’ â€" you may also call it ‘poverty of the mind’ â€" of its leaders and citizens. African People are mainly driven by dependence on government and foreign aid, instead of critical thinking, hard-work, determination and a sense of responsibility towards self & country.

Whereas Africa is estimated to receive over $140 billion in foreign aid and donations each year, there’s overwhelming evidence to demonstrate that this aid has instead made the poor poorer, and the economic growth slower. Also, some $220 billion is extracted from the continent in the form of debt repayments, multinational company profits, and illicit financial flows. In other words, Africa suffers a net loss of more than $80 billion every year.

Dambisa Moyo, a global economist and author, contends in her book, Dead Aid, that while foreign aid that addresses humanitarian needs caused by drought and conflict is helpful, most of the aid given to African countries is rather harmful. Moyo lists the problems enhanced by aid to include corruption, civil conflict, shrinking of the middle class, and the instilling of a culture of dependency.

And even the would-be good poverty alleviation projects do not necessarily empower the people because they are usually compromised by the government and other officials in charge. These projects often turn out to be short-lived programmes that mainly benefit the government officials or a limited number of the people concerned.

If Africa is to make any meaningful progress, the mentality of looking for solutions to come from elsewhere and blaming outsiders for our poverty and misfortunes must stop. The unwillingness to take action, and the deep-seated mindset problem pose some of the biggest mysteries, obstacles and threats to development in Africa.

Ochola whose statement was read by the Police spokesperson Fred Enanga at Naguru police headquarters on Monday, said that there is no justification whatsoever under any circumstances in the Police or orders from the superior officer or public authority for torture.

Ochola added that although under the Police, they cannot claim to have a perfect record in the fight against torture, his leadership has long been vigorously fighting against torture with very strict prohibition. However as a result of continued concerns of torture, he pledged to continue reviewing the efforts with the police to ensure appropriate guideline on the use of force and authority as respected and also further ensure that all perpetrators of torture and other forms of physical mental abuse by Police officers are punished.

“I task the directorate of Human rights and legal services that are actively enforcing the prevention and prohibition of torture act 2012 and Human rights enforcement act that permits criminal prosecution of police officers who willfully deprive individuals and groups of their rights and freedoms to come up with the list of the all-police officers who have been prosecuted,” he said.

The police chief added that torture is categorically denounced as a matter of policy in the Police and the ant-torture laws of Uganda will remain fully respected.

According to Enanga, the list is expected to be out in mid-week.

Ochola’s order follows President Yoweri Museveni’s statement where he condemned and lashed out at Uganda’s security forces for using excessive violence against citizens.

He blamed “indiscipline” and “laziness” among state forces for incidents that resulted in the death of Ugandans.

“There should be no killing of any Ugandan for any reason other than in war or when condemned by a court. You are not allowed to kill anybody for any reason other than at the battle or condemned by the court. Keeping people in jail for a long period without trial is not allowed, the idea of safe custody I don’t buy it. Because jails are not stores for people. Deporting foreigners without trials should be stopped. Foreigners should be handled legally. Nobody should be in the uniform of the country if he does not respect the people of Uganda. We did not allow the beating of people and the children,” President Museveni on Saturday during his state of nation address on security.

smoking bhang with colleagues. I never believed it for I knew my son was such a good
person and a child who exhibited high levels of personal morals. It was unbelievable!
After the scene, I had to transfer him to another school and the same thing happened
again; he was caught smoking and drinking in school. I started spying his behavior just
to find out whether he was really smoking and by so doing I busted him in his room with
almost six rolls of bhang stashed in his bag. I couldn’t believe this was my own blood. In
our family no one behaves this way.

I did some consultation with my close friends and family members and they advised me
to move him to a day school where I would easily monitor his behavior each particular
day. He however went on with his behavior. He was even taking alcohol and so he
dropped out of school. It was really a disturbing thing to ever happen into my life
keeping in mind he was my only son and our only child we had hopes with.

He became addicted. Things went out of control as he could not do without alcohol and
bhang. We tried various means to ensure his life changed but nothing seemed to work
positively. Things turned worse every day. His father was giving up. You know the
nature of men. The boy would many times turn hostile. He would even subject us to
abusive language and other obscene language. One day he hurled unprintable words at
me his mother! He was nolonger caring what to say or not what to say.

Some day later, someone who heard about our story send us a link from a website of
Doctor Kiwanga. We read the details and we felt amazed with the testimonies. Kiwanga
Doctors had helped so many families sought this challenge easily. We also took our son

sure after just three days the boy was not smoking and back to normal senses.

She told those who cared to listen that age was not on her side and she kept on
wondering when she was going to get the right person at least for a marriage and be like
other women who had families. She craved to have family.

She added that she had the habit of neglecting each particular man who dared ask her
for love because she believed she was special; without knowing one day she was to need
them for a marriage. Her age had really gone as she said it was only one year shy to turn
40. A sad age for ladies.

The minister’s warning resulted from concerns raised by radio callers during her recent visit to a local radio station in Kampala, along with many others.

She reiterated her unshakable determination to fight corruption and warned that no excuses will be entertained from official who fall short in terms of accountability. She also noted that all RDCs/ RCCs will have to account for the money disbursed and those that fall short will have to answer.

Babalanda also cautioned against falsified accountabilities, noting that her office is prepared to carry out extensive audits of the cash as part of her intensive efforts against graft.

Following the declaration of the second lockdown by President Yoweri Kaguta Museveni in June, the Office of the President disbursed funds to the RDCs as Chairpersons of the respective District COVID-19 Task Forces.

“As a result of HE the President’s directives to combat COVID19, funds have been released to support emergency Response Activities,” Reads the July 14 notice addressed to the RDCs/ RCCs and signed by Hajji Yunusu Kakande, the Secretary Office of the President.

“The funds under the COVID-19 emergency response will cater for the following activities: Fuel, Protective gears, Office imprest, Safari day allowances, and fuel for the surveillance team,” Continued Kakande’s notice.

As per the instructions in the notice, Shs 3,600,000 was provided for fuel for 30 days, 500,000 for office operations,, 390,000 for lunch allowances while 1,290,000 was to cater for protective gears such as gloves, masks, disinfectants for RDCs, D/RDCs, DISOs and DDISOs.

Early this month, the office of the president issued out its contacts to the public as a way of facilitating the free flow of information, a move that is believed to have greatly impacted on the direct interactions between the Presidency and the public.

A toll free line, 0800320320 was provided as a chain link between the office of the president and the public and a conduit in the fight against graft and poor service delivery.

On Saturday night while addressing the nation on security issues, President Museveni blamed ruthless members of the security forces for beating, torturing, arresting and killing civilians.

“You are not allowed to kill anybody for any reason other than at the battle or condemned by the court. Keeping people in jail for a long period without trial is not allowed, the idea of safe custody I don’t buy it. Because jails are not stores for people. Deporting foreigners without trials should be stopped. Foreigners should be handled legally. Nobody should be in the uniform of the country if he does not respect the people of Uganda. We did not allow the beating of people and the children,” said Museveni over the weekend.

However, appearing on NTV Uganda on Monday, the leader of NUP Robert Kyagulanyi aka Bobi Wine said Museveni was busy lying to the nation instead of arresting all perpetrators behind the torture of Ugandans since he knows them and he is the one who orders them to beat and kill people.

“This same hypocritical Museveni who says that he does not murder political opponents is the one who ordered all the brutalities we saw in the last elections. The research, which looked at 100 heterosexual, married females between the ages of 35 and 45 and their online conversations with potential suitors on discreet dating service AshleyMadison.com, found that 67 percent of the women seeking an affair cited the desire for more passion.

“The most predictable thing about a relationship is that the longer it progresses, the quality and the frequency of sex between the couple will fade,” says Eric Anderson, co-author of the study, a professor of masculinity, sexuality and sport at the University of Winchester in England and the chief science officer at AshleyMadison.com. “This is because we get used to and bored with the same body.” The boredom of marriage drains intimacy of excitement.

Cheating With No Plans to Divorce

Surprisingly, many women lusting for extramarital intimacy have no intention of divorcing their husbands.

Anderson explains that all of the women evaluated in the study had no desire to leave their husbands. Instead, they were adamant that they were NOT looking for a new husband. “Many even stated their overt love for their husbands, painting them in a positive light,” says Anderson.

Rather than seeking multiple partners, women in the study exclusively wanted an affair with only one man.

A Monogamous Affair

Women get lost in the boredom and monotony of marriage, according to Dr. Jane Greer, a New York-based marriage and sex therapist and author of How Could You Do This to Me? Learning to Trust After Betrayal. When they want to feel like they’re special and adored, they tend to seek only one partner to fulfill that need if their husband isn’t meeting it. “They look for Prince Charming who makes them feel like a beautiful princess and can make them feel appreciated again.”

Anderson also reasoned that women only have affairs with one man because of the need to feel emotionally connected in order to be satisfied sexually.

Men, on the other hand, tend to cheat with many women. There’s less risk of exposure when emotional connection doesn’t come into play, according to Dr. Greer.

“Men don’t want to keep all their eggs in one basket; they’ll cheat with multiple women so they don’t become too invested,” explains Dr. Greer. “There’s also less of a chance that the other woman will make demands on him to leave his spouse.”

The Implication of Gender Roles

Throughout history, men have been rewarded for being ‘men.’ From being hunters to protectors and breadwinners, the socially constructed gender role of ‘being a man’ has been to be powerful and successful in all aspects of life â€" including sex.

Men are rewarded for having multiple sexual partners, which Anderson notes as being a ‘stud.’ Women, on the other hand, are stigmatized as ‘sluts’ when they have multiple partners.

Anderson reasons that women only sleep with one over many partners to avoid being deemed a ‘slut.’ “One way of telling themselves that they’re not ‘sluts’ is to say that they’re desiring monogamy with their infidelity, and that monogamy must have passion,” explains Anderson.

Why even get married?

People have started to question whether traditional marriage even fits into the hustle and bustle of modern life.

With the high amounts of divorce, cheating and changes in sexual habits, Anderson stresses that, “It’s very clear that our model of having sex and love with just one other person for life has failed â€" and it has failed massively.”

Dr. Greer has a different view of traditional marriage: “If you have a shared history, support, family, beliefs and connection, you can have a life-long relationship. As years go by, people change and grow, and it’s important for relationships to grow as well.”

To avoid the monotony of marriage and the subsequent seeking of affairs, Dr. Greer stresses the importance of paying attention to your partner. “Hearing what your partner wants, especially sexually, will bring understanding to the relationship and facilitate growth.”

Compromise is also extremely important. You might not want to bring the same things to the bedroom, but it’s important listen to the needs of your partner. And if you’re the one craving to heat things up, it’s important to communicate your desires with your partner.
